What to Expect

The meeting will occur over several hours because of other city business or the volume of speakers. You may have to wait hours before it is your opportunity to speak. You can sign up for mobile text message notifications to be informed when the eviction ordinance is being considered. It is critically important that your voice is heard. The industry needs strength in numbers to overcome the amount of supporters.

Using your phone

Speaker queue for regularly scheduled meetings will open at 4:30 p.m. YOU MUST JOIN ZOOM / CONFERENCE CALL OR IN-PERSON PRIOR TO 6:00 p.m., unless stated otherwise in the meeting agenda. If you are late, will not be permitted to speak.

  3. When Item 7 is called, please hit *9 on your dialpad to indicate you want to speak on the item. If you registered for text message notifications, we will let you know when the item is being considered.
  4. When it's your turn to speak, the City Clerk confirms the last three digits of the caller’s phone number and unmutes them, the caller must press *6 to speak or unmute the microphone from your device.
  5. Provide your live public comment. You may only have 1 minute to speak. You may use CAA's suggested script.
  6. After you are unmuted, please state your name before beginning your comments. A buzzer will sound when you have reached the time limit. Please conclude your comments when you hear the buzzer.

In-Person Public Comments

Members of the public can provide in-person comments at the podium in the Council Chamber located at 22 Civic Center Plaza, Santa Ana, CA 92701.

  1. Parking: You may park at P6 - Apellate Court Parking Structure #19 at 601W W Santa Ana Blvd, Santa Ana, CA 92701.
  2. Arrive at 4:30 P.M. The Council Chamber will have seating available for members of the public to attend in-person up to full capacity. CAA cannot save seats on your behalf.
  3. It will be a long meeting: Please wear comfortable clothing. CAA's coalition partners will be providing refreshments and snacks.
  4. Face coverings are optional, but encouraged: Face coverings are optional for members of the public who enter City buildings who have been vaccinated against COVID-19.
  5. Maximize rental housing speaking time: Public comments will likely be limited to one (1) minute per speaker. With 180 rental housing industry speakers, we can occupy the podium for three hours.
  6. Submit speaker cards ASAP: Speakers who wish to address the Council must do so by submitting a "Request to Speak" card as listed below under designated public comment periods. Cards will not be accepted after the Public Comment Session which starts at the beginning of the meeting at 5:45 P.M.

Rent Control (1 minute of time)

Here are a few suggested talking points specific to the rent control ordinance. CAA encourages you to rotate speaking points from the speaker that goes before you. Open by stating your name and that you are housing provider. It may help to share how many units you own or manage.

  • I am extremely disappointed and upset with the lack of stakeholder outreach.
  • I am appalled by secret housing committee meetings that plotted to ram through this dangerous and costly proposal.
  • The City is considering an extreme version of rent control and a just cause ordinance that has dangerous loopholes that put our neighborhood safety at risk.
  • The extreme price controls as proposed makes it impossible for owners to keep up with basic expenses like our mortgage, loans, insurance, and other operational costs.
  • And any appeals are likely to get caught up in multi-million dollar per year city bureaucracy.
  • In contrast, the City has budgeted more than $42 million in rental assistance and it largely remains unspent.
  • It is senseless that the City has the resources to help renters and landlords in need, but doesn’t prioritize distributing the money.
  • Distribute the money now! And Vote NO on Item 7!

Just Cause Loopholes = Community Safety Risk (1 minute of time)

  • I am opposed to Item 7, the extreme rent control and just cause ordinances being proposed tonight.
  • The housing committee has conducted secret meetings for close a year without and stakeholder outreach.
  • The City’s housing committee seems ill-intent on hurting its housing providers and jeopardize public safety.
  • This half-baked proposal has dangerous loopholes that put our neighborhood and apartment community safety at risk.
  • The City has essentially made up its own criminal defense system that prioritizes the rights of offenders over those of victims, survivors, and witnesses of crime.
  • The City is making it difficult for property owners to remove dangerous elements from the community when crime is already on the rise.
  • Please vote NO on Item 7!
