Rent Control & Just Cause

The goal of CAA's Santa Ana Action Center is to bring the entire rental housing industry together and inundate elected officials with overwhelming opposition.

On October 5, Santa Ana faulted in its transparency and public meeting requirements. As a result, the ordinances will have their final hearing on October 19 to vote on the ordinances.The ordinances will have the following impacts on owners:

  • Rent increases capped at 80% of local inflation rate (CPI) or 3%, whichever is less
  • A limited and strict petition process for owners to get a higher rent increase.
  • Just cause eviction requirements starting on the 31st day of tenancy.
  • Prohibiting evictions of households with students during the school year.
  • Requiring the district attorney to prosecute an individual in order to evict for criminal activity.
  • Mandating higher relocation assistance payments to households beyond what’s in state law.
  • Undetermined and unlimited fees to fund the rent board development, implementation, and enforcement.
  • Costing Santa Ana taxpayers millions annually to implement

The California Apartment Association is calling on all rental housing providers to OPPOSE the city's rent control and just cause ordinances.
